 Psychic Wave Sorcerer

To start I would like to say this is not a cheap build to do, I would say, medium to high cost and requires a lot of key items to work.
Psychic Wave has 4 seconds Cooldown and it's a ground skill, means, the damage don't stack, it's also a multi-element skill, depending the Summon you have: Water, Wind, Fire, Earth or Neutral (that's your personal choice of element).
This build don't actually requires you to reduce After Cast Delay, since it's effect damage on the ground is bigger than the ACD for the next cast.

Gear Section:

These are some of the KEY items you need to remove the Cooldown and greatly increase it's damage:

Ancient Dragon's Crown ID: 19262 is a Matrix item from Nidhoggur's Nest and at +11 removes 2 seconds of PW cooldown.

 Removes the other 2 seconds cooldown when combined with Professor Lower Stone.

Weapons of choice:
 IDs: 26118 or 550012
Both can receive +20% Magical damage on Boss or +25% if it's the Patent version.

 Can be either the Edda Rod alone or with the Memory.

MUST HAVE (if you can ofc :D):
 Best accessory EVER for Sorcerer PW ID: 490038 drop from Sorcerer MVP Bio5.

Shield options:

Purified Knight Shield gives better results for Boss damage, cause it receives up to 60% Ignore Mdef of Boss type enchant.
Excelion Shield is better for normal monsters combined with Magician's Gloves.
In case you don't have any of those, you can use any shield you like.

Armor Options:

For Soutane, INT Blessing;
For Illusion-B Armor 2x Modification Module (Magic);
For Automatic-B Armor 2x Automatic Module (Warm Wave) and 1x Shadowspell Module;

Now with the bla bla rest of the gears:
- Temporal INT Manteau with Matk +6% enchant;
- Kardui Ear's + Tree Sprout;
- Temporal LUK Boots with Runaway Magic + Spell5 (if you use Ventus Summon) or Temporal DEX Boots in case you use other Summon.

- King Schmidt's Divine Power Insignia along with Divine Power enchant (Combo with Runaway Magic);
- Or Magician's Gloves;
- Psychic Shadow Shield + Armor + Shoes + Sorcerer Shadow Weapon for the -50% Mdef Ignore;
- Sorcerer + Professor Shadow Stones for the costumes. 
- Almighty Shadow Earring and Pendant or any of your choice.
Notes: Those are the gears I recommend, if you don't have access or have better options, you are free to do so.

Cards Section:
Here comes the part where you can choose between elements and cards to boost that single element.
Examples:
- Dwight Card, Elvira Card, Mavka Card, Headless Mule etc;
- Tikbalang Card, Lichtern Red, Plaga Card etc; 
- Purple Pitaya Card, Deep Sea Phen Card, Nightmare Ancient Mummy Card, Faceworm Larvae Card etc;
- Nightmare Verit Card for shoes;
- Alice Card, GTB Card, Mutated Khalitzburg Card etc for shield;
- Angry Nine Tail Card for Armor;
- Blue Pitaya, Red Pitaya, Arch Plasma, Magic-Poisoned Plaga, Mutated White Knight Cards for weapon and etc;
- 17.2 Combo for PW Bookworm Card, Research Assistant Bot and Blue Pitaya cards.

Notes:
- Make sure to read all the items requirements and skills for maximum damage (Sixth Sense Ring for example);
- Use the Summon of your choice and Elemental Control Skill for Passive, Defensive, Offensive and Waiting mode depending on your use;
- The Summon controls the element your PW will be, such as specific bonus depending on the Elemental Control Skill usage;
